OPERATION LIGHTNING STRIKE

INTRODUCTION

   OPERATION LIGHTNING STRIKE is a true story about the FBI undercover sting at NASA. It involves lies, theft, deception, bribery, threats, coercion, mental torture coupled with illegal human experimentation during interrogations, illegal entry into Russian officials offices, illegal searches and seizures, strong-arm tactics by prosecutors who are ex-FBI agents, selective prosecutions, the insidious involvement of Military Psychological Warfare methods in domestic police operations (leading to destruction of innocent citizens' Constitutional rights), and violation of U.S and International laws -- all masterminded and all perpetrated by your Federal Government police bureaucracies against citizens, including young innocent astronauts, all with exemplary records and no prior criminal records or predisposition to commit crimes.

    To understand this complex story, we must look back to July 29, 1958, when a bipartisan team, including Lyndon Johnson, Sam Rayburn and President Eisenhower, signed legislation changing the nation’s old NACA into a new civil space agency -- NASA. From its beginning, NASA was hurled into the brutal world of military and civilian inter-service and inter-agency rivalries. J Trento, in his Prescription For Disaster (1987), said, "Eisenhower had been adamant that the military not be given additional programs or power, thus the U.S. civil space program was born," -- amid struggles that continue to this day.

    pIndeed, during the four decades following its transformation, NASA, -- particularly the Manned Space Program -- has experienced a turbulent history of political exploitation by our national leadership. Throughout good and bad times, ranging from the unprecedented success of the Apollo moon program to the bureaucratic and politically caused Challenger accident, NASA has frequently been used and abused for political objectives ranging from the obvious propaganda value of successful achievements during the "Space Race," to the introduction of ill-conceived Space Programs used as Presidential legacies.

    Since its conception, NASA’s numerous enemies -- in the Military and Intelligence bureaucracies, in the Star Wars community, in parts of the Science community, in the congress and in the White House -- have waged a continuing opposition to Manned Space exploration.

    There have now been at least two major Washington-directed schemes to shut down the Manned Space Flight Program, but both have failed. The first of these was the phony indictment of NASA administrator, James Beggs, so that Star Wars ideologue William Graham could be moved in as NASA’s administrator and begin the dismantling of the civilian agency. The second scheme involves another ex-Star Wars veteran, Dan Goldin -- NASA’s current Administrator. Goldin is the Clinton administration’s leading sycophant, who under the guise of helping Vice-president Gore to implement his "Government Streamlining Program, " has injured NASA more than ten Challenger-like accidents.      

    Goldin’s apocalyptic style of management is reminiscent of his Star Wars heritage at TRW, and seems to follow the logic that NASA must be destroyed in order to save it. Goldin’s methods have earned him the title "Captain Chaos," by the agency’s beleaguered first generation workers. (PBS report -- News Hour with Jim Lehrer, 11-20-96.)

    This web site is devoted in part to exposing one of "Captain Chaos’" more memorable achievements -- the failed conspiracy to destroy the Manned Space Program by a purge of the Johnson Space Center’s (JSC) upper levels of management through criminal scandal and bureaucratic reorganization. A conspiracy that would have pleased many a totalitarian leader. That scenario, hatched at NASA HQ, became known as OPERATION LIGHTNING STRIKE.

     a 1994 court appearance, the FBI agent in charge of OPERATION LIGHTNING STRIKE, testified that JSC was the real target of the operation. Apparently, Goldin’s idea was to conduct a purge of JSC’s first generation managers, thereby rendering impotent that technically and politically independent Center. In this way, Goldin’s plan to dismantle the Manned Space Program could not be stopped.

    our "politically correct" nation, a purge is only conducted for some "higher moral purpose, " such as reforming a corrupt management team, which in Goldin’s words was, "male, pale, frail, stale and ... crooked!" To put the purge in motion, Goldin had to create the impression of widespread corruption at JSC. In October 1993 his NASA-IG boss, William Colvin, appeared before a congressional committee and reported that he had opened 450 cases of corruption, fraud, waste and abuse at NASA -- and JSC was reportedly the worst abuser. As of January 1997, none of those 450 cases has been prosecuted!!

    During 1992-93 Goldin repeatedly attacked JSC with phony allegations of contracts awarded non-competitively, and of cost overruns by JSC contractors. However, the public would soon learn, in December 1993, that the conspiracy involved creating a criminal scandal of such proportions that it would provide both the cover for the purge, and the concomitant destruction of the loyalty of the Texas Congressional Delegation. Indeed, by destroying the entire community’s reputation, this would provide the necessary reason for the Coup de grace.

     March 1995, while these scandalous cases were still being covered in the Houston papers, Captain Chaos made his next important move -- he created a committee! And, as every despot has found, committees are very useful for doing their dirty work. The committee came to the brilliant, but stupid conclusion that it would be more efficient to move the "heart and soul" of JSC’s mission, the development of Manned Spacecraft Vehicles, including management of the multi-billion dollar aerospace contracts, to the Marshall Space Flight Center (MSFC) at Huntsville, Alabama. Most people in the business immediately recognized this as a "bonehead" idea because as part of the "move," the astronaut function was to be left at JSC -- but manned spacecraft and their astronauts are inseparable. This action would be like training navy pilots with their airplanes located 800 miles away!

    Captain Chaos’ plan to move JSC’s mission function was not intended to increase efficiency or save money. It had only one purpose -- to dismantle JSC and move its primary role from a politically powerful State to a politically weak State. Without its powerful political protection, the Manned Space Program would then die slowly, quietly, on the vine; but the unscheduled announcement of the secret plan brought failure to this part of Goldin’s scheme. And yes, we have all the documents, to support these allegations -- leaked from his own people at NASA HQ..

    However, the criminal scandal component of Goldin’s plan, the OPERATION LIGHTNING STRIKE conspiracy, did result in the wholesale turnover of the top two layers of JSC’s management in 1994-95, and the installation of two of Mr. Goldin’s political allies as JSC Center Directors: first Carolyn Huntoon (now on the White House staff), then George Abbey.

     will be demonstrated, OPERATION LIGHTNING STRIKE abused the power of the FBI and other Federal police agencies, who in-turn abused the Civil and Human rights of the JSC people who were targeted, entrapped, interrogated, coerced and prosecuted in a manner that would have brought a smile to Chairman MAO. In all, over 80 innocent senior government and industry leaders were targeted. Serious entrapment attempts were made on approximately 30 of these people, and only those lower level scapegoats that have now become known as the "NASA-13," were eventually prosecuted! To Goldin’s plan and its results, we must add both the waste of approximately $15 million in taxpayer’s cost and yet another example of a Government that uses its Criminal Justice system to satisfy the political agendas of its elite membership.

      conspiracies are hard to prove, but this time the DOJ, FBI, and Goldin have encountered an educated opposition group that will wage a campaign of support for our colleagues who were prosecuted until the truth will out. On December 19, 1996, the NASA-13 DEFENSE COMMITTEE unveiled the results of a two year independent, inter-disciplinary scientific investigation of OPERATION LIGHTNING STRIKE. This investigation has gathered enough strong credible proof of criminal actions by Federal Agents --involving the blatant abuse of police and military intelligence technology, and prosecutive and investigative misbehavior -- to demand a congressional investigation of OPERATION LIGHTNING STRIKE and those who authorized and conducted it.

      to date, over $50 million in civil suits have been filed (with millions more to come), and Goldin, Collins, Huntoon, Abbey and others will be compelled to testify about their involvement in OPERATION LIGHTNING STRIKE. Political leaders who fail to support an investigation will be shocked at what comes out in these civil trials. Congress has been requested to conduct this special investigation to determine if criminal charges should be sought for those who had a key role in this "political policing" operation, which violated U.S. and International laws that protect citizens from Mental Torture and Human Experimentation -- all of which have been outlawed since the November trials following World War II and the Korean war.

    There NASA -13 Defense Committee has demonstrated that the Washington-driven Federal agents repeatedly violated both U.S. and International laws while conducting this political persecution. When this is proven in court, or in Congress, OPERATION LIGHTNING STRIKE will become one of the most important legal cases in U.S. history -- as it relates to the use of Federal police and psychological warfare methods against its citizenry for politically inspired agendas.
